Australian Immigration and Citizenship Minister Chris Bowen is visiting India this week to discuss further cooperation on border and immigration activities. He will also be answering questions about recent and upcoming changes to Australia’s skilled migration programme.

“I look forward to deepening Australia’s relationship with India through beneficial discussions on a range of issues of importance to our countries,” Bowen said.
Bowen will be in New Delhi until 2 May, and will discuss Australian migration arrangements and reaffirm the importance Australia places on its longstanding bilateral relationship with India.

“India is now one of Australia’s largest and growing sources of general skilled migrants and students,” Bowen said, adding “this visit is particularly timely, given the implementation of the Knight Review of student visas and India’s place as the second largest source of international students in Australia.”

The visit is important so Australian immigration can outline changes to the general skilled migration programme and changes to student visas associated with the Knight Review.

International students of selected private and Technical and Further Education (TAFE) colleges will soon get Australian visas more easily thanks to recent immigration reforms.

Under immigration reforms, overseas students seeking Australian visas to study at colleges considered low-risk will be evaluated as coming from “level 1 risk assessment” countries. This change will decrease visa waiting time and help to minimize onerous requirements in financial matters.
Australian universities will have access to the system this month while TAFEs and private colleges were going to have to wait until next year.

The streamlined arrangements, which were recommended last September by the Knight review of student visas, help to remove the obstacles for visa applicants but require providers to ensure they only accept genuine students. The Immigration Department is currently reviewing the criteria for determining low-risk providers. Phil Honeywood, executive director of the International Education Association of Australia expected that a staged approach will see TAFEs and well-established private colleges included in the new system soonest.

Immigrants seeking Canadian Citizenship will be required to provide written proof of their language abilities (English and/or French), Immigration Minister Jason Kenney indicated in a speech on April 20, 2012.
This change is a part of the latest reform to Canada immigration rules introduced by Citizenship and Immigration Canada (CIC).

During his speech to the Montreal Council on Foreign Relations, Minister Kenney stated that there are many Canadian citizens that cannot express themselves in French or English though they have lived in the country for many years.”It’s not acceptable because it limits their social mobility and their life in Canada,” said Kenney.
Accordingly, prospective Canadian citizens will now be required to provide new documents such as:
    • Evidence that they completed post-secondary or secondary education in English or French,
    • Evidence of success in government-funded language training programs;
    • Results of approved language tests by a third-party.
Minister Kenney said the linguistic proof is aimed at ensuring that “all of those who join us as full members of our Canadian family in the future are able to fully participate in our society”.

Canada’s Human Resources and Skills Development Minister, Diane Finley, announced that businesses with a two-year positive history of successfully hiring temporary foreign workers will be allowed to apply for fast-tracked hiring. A positive history means that the company has a consistent history of filing genuine and successful visa applications and has not violated any immigration rules. It was also mentioned that businesses who violate the rules will have their ability to hire temporary foreign workers suspended for two years.

“Employers with a strong track record in need of high-skilled workers will be able to obtain a Labor Market Opinion (LMO) within 10 business days.
The fast tracked LMO process will initially apply to Canadian businesses hiring high-skilled immigrant workers.

Canadian employers are currently required in most cases to apply for a LMO before they can hire a foreign worker. This means the company must first prove that it has made an effort to recruit locally and within the country. If it has been unable to find workers, it must apply to Service Canada and receive permission to hire someone for a two-year period from outside the country.

However, recently many Canadian companies have complained about the backlog in Service Canada’s processing of LMOs. Some have reported applications taking up to several months to process. The new system will also cut down on paperwork for businesses since they’ll be able to apply online.

A new report claims that New Zealand risks losing out on the potential benefits of having Asian business graduates in their workforce if they continue to face barriers in finding jobs and obtaining visas after graduation.
The report by the Asia New Zealand Foundation, a non-profit organization aiming to increase New Zealand’s knowledge and understanding of Asia, said that Asian business graduates can help New Zealand companies build links with international markets. But the country could miss out on this if Asian graduates are forced to leave because they are unable to find jobs easily and transition to new visas.

Asia New Zealand said New Zealand needs to create new policies that give Asian graduates information about the transition from study to work and how to apply for new visas.

Asia New Zealand Foundation director of policy and research Dr Andrew Butcher said New Zealand could benefit “enormously” from the graduates’ skills. He added that the case studies in the report show that if the business graduates have positive study and employment experiences here, New Zealand can benefit greatly from their business entrepreneurial skills.

Indian students will soon be allowed to get post-study work-experience visas to the UK, India’s Commerce and Industry Minister, Mr. Anand Sharma announced.

Senior British officials – Britain’s Chancellor of Exchequer, Mr George Osborne, and the Secretary of State for Business, Innovation and Skills, Dr Vince Cable – are reported to have provided assurance that they will consider UK Post Study Work Permits for Indian students.

The Minister shared with them India’s concern about the cancellation of the post-study work route from April 6 and wished to have it made more flexible for Indian students to come and study in the UK.

“I have raised this, we have our concerns. They should have some practical exposure. The issue is how to look at it. What they have shared with me is that they should get appropriate jobs that are commensurate with their qualifications or degrees” said Mr Sharma.
He added: “They say they have no intention to deny. It is only they are looking at certain specifics so that the domain knowledge is utilized in Post Study Work. Let us leave it at that,” the visiting minister said.

A UK vice-chancellor has warned that UK universities may be compelled to use swipe cards that monitor foreign student attendance to comply with tough new UK immigration rules.

Quintin McKellar, vice-chancellor of the University of Hertfordshire, said the university was considering introducing an electronic registration system that would allow the school to prove that its foreign students on Tier 4 visas were attending lectures.

In order to gain the UKBA’s highly trusted sponsor status, all UK higher education institutions must provide evidence that their foreign students are actively attending courses. This status is necessary for the university to sponsor foreign students on Tier 4 UK visas.

McKellar said that without an electronic register to prove attendance, it is difficult to demonstrate compliance with Tier 4 student visa requirements.

The U.S. has seen a sharp increase in the number of petitions for H-1B skilled worker visas during the initial week of the application season this year, according to official figures revealed by the U.S. Citizenship and Immigration Services (USCIS).

Last week, the USCIS started accepting applications for H-1B visas for occupations, mostly in engineering, computer programming and other technology fields where there are not enough qualified domestic workers to fill job vacancies in the U.S.

In the first week itself, the USCIS received 25,600 applications, including 17,400 in the general category and 8,200 in the advanced category for applicants who hold an advanced degree.

The annual limit for the U.S. H-1B visa program is fixed at 65,000 for skilled overseas workers under the general category. In addition, 20,000 slots for U.S. H-1B visas are set aside for foreigners with an advanced degree including a master’s or a PhD.
“Given the improved economy…it would not be surprising to see the quota filled very early this year,” said Stuart Anderson, executive director of the National Foundation for American Policy, an Arlington, Va., group that studies the H-1 program.

    Telephonic Interview

    May 8th, 2012

Many recruiters use “telephone interviews” as the first stage of a job interview process. A telephone interview is an effective way for a firm to screen many candidates quickly and with the lowest overall expenditure of any type of interview. This is why companies use this style of interview so frequently.
A telephone interview is a pre-scheduled interview that takes place between a recruiter and a candidate who has applied for a job role that takes place over the telephone. Telephone interviews are usually fairly straightforward and are mainly used to screen poor candidates out of an interview process, rather than to test high quality ones.

Often, during telephonic interview recruiters will be looking for candidates who posses calm, confident telephone manner and an intelligent set of responses to interview questions.Graduate level telephone interviews are usually short – most last less than 30 minutes – and feature a mix of competency questions and questions about your CV, work experience and education.

Tips to prepare for a Telephone Interview
Although a telephone interview is relatively straightforward, even highly capable candidates can be rejected at this early interview stage if they are inadequately prepared or not used to speaking in a professional manner over the phone. For many candidates, the whole situation can feel unnatural – without eye contact it can be difficult to build rapport and display a strong personality with your interviewer.

    Practice
Practice is useful, especially if you haven’t worked in an office or used a telephone to talk to clients in previous jobs. If you can, try getting friends or family members to call you and ask interview questions. Candidates who don’t think they’ll have any trouble with this style of assessment are often the ones that have difficulties.

    Research
It is important to find out as much as you possibly can about a company, and a job role, before any type of interview; a telephone interview is no exception. You may receive some information from your prospective employer, but make sure you also visit their website, competitor websites, read relevant trade press and keep aware of current industry specific commercial awareness issues. Be aware of the size of a company, its structure, its products and services etc.

    Plan
Plan for possible questions you may be asked before your interview. Consider answers you can give, including good experience examples for competency based questions. Also spend time thinking up questions you would like to ask your interviewer. Asking your own questions shows you are interested in the company and job role. For example, ask questions that are relevant to you, but not questions that it would be easy to find out the answers to with a little research on a company website, during your telephone interview.

Finally, make sure you keep a copy of your CV, covering letter, application form, and any notes you may have made on the company in question to hand.

Candidates that fail telephone interviews often do so because of poor preparation or making minor mistakes. Some common mistakes are discussed below – make sure you steer clear of them!

    Using Slang
Candidates who would never use colloquialisms in face to face interviews often accidentally use slang during a telephone interview without even realizing it, because they are so habitual of using slang while talking to friends. But you should never use slang in any kind of interview situation.

    Arranging Your Interview
Many candidates arrange their interviews without adequately considering when they will next be free. It is essential to properly plan when and where you will be when organizing your telephone interview. Otherwise, you may find yourself in a loud, busy place, when your interviewer calls.

    Answering the Phone
Your telephone interview begins from the moment you answer the telephone and ends only when the conversation, questions and your goodbyes have been completed. Even your opening “good afternoon” or “good morning” message should be outgoing, engaging and enthusiastic. Aim to impress your interviewer at every stage.

    Forgetting Your Interview
Candidates who forget a scheduled telephone interview are destined to fail. If a recruiter calls a candidate who appears to be confused, unprepared and disorganized, they will be unlikely to invite them for a face to face interview.

    Being Interrupted
Almost as bad as forgetting your interview, is organizing your interview at a time, or in a place, where you will be interrupted. Ensure wherever you want to take your telephone interview is a place where you will be left in peace.

    Charging Your Telephone
If using a mobile phone, remember to charge it on the day of your interview. If your phone cuts out, or starts beeping during conversation, you risk irritating your interviewer or losing your train of thought.

    Time limits
In most telephone interviews time is strictly limited; you may even feel as though you are being rushed when answering questions. Sometimes time is so strictly limited that interviewers will stop candidates talking even though they have not completely finished answering a question. This is usually because the candidate has already answered the question well enough and the interviewer has decided that they do not need any further information, and to save time they can move on to the next question.

Don’t be worried to take a little time to consider questions, or your responses to them, before answering. Although time is limited, your interviewer should understand that candidates need to take some time to produce top quality responses.

How to Conclude a Telephone Interview?
Part of reason why firms conduct a telephone interview is to find out how keen candidates are about working at their company and in the particular job role applied for.It is important to be enthusiastic throughout your telephone conversation, but make a particular effort to be forthcoming at the close.
Your interviewer may be able to tell you at the end of your conversation if they would like to see you for a face to face interview. If they do not, there is no harm in asking when you might hear from them regarding the next interview stage. If they do, thank your interviewer and ask them for some further details, such as: when, where and with whom your interview will be; if there is anything you should bring with you to the interview, what the interview format will be and how many people you will be up against; and, what are the crucial skills and competencies the employer is looking for in employees.
